If the tires are in good shape, there's no real reason it can't go 70+ in the rain - it's just that with no weather protection it's danged uncomfortable. You don't have as much traction but that 50 mph rule seems a little conservative to me.
I hate riding in the rain but sometimes when you're in the middle of a road trip you have no choice but to keep riding. I usually keep to the speed limit and try to take the slower back roads if possible.
